An article by Campbell et al. (2024) provides some guidance. The authors developed a set of recommendations based on a literature review, expert interviews, and an expert workshop to support the consistent and transparent assessment and use of validated family spillovers in health technology assessments (HTAs) and cost-effectiveness analyses (CEAs). The expert panel consisted of 2 patient advocates, 2 health economists, 2 outcomes researchers, 1 health policy expert, and 1 payer.
Based on this approach, the experts developed 15 recommendations with a medium to high level of consensus. The recommendations were formulated for three different stakeholder groups: (i) health technology assessment agencies, (ii) researchers developing models, and (iii) researchers collecting and analysing data on indirect effects on families.
